IEEE VR 2013 specifies vgtc class for latex user. Original version of this does not work with pdflatex because vgtc.cls calls an eps file on line 619 as:
\begin{center}\includegraphics{diamondrule.eps}\end{center}
Simple solution for this problem is to change the line as
\begin{center}\includegraphics{diamondrule}\end{center}
